Need a tree/shrub max 15ft tall?

I live in Central PA on top of a mountain so I get some hard winters. I am looking for a pine tree or a wintergreen type tree or shrub that will endure hard winters and I want it to be around 15 foot max height or grow extremely slow after that point. I am going to use it as a privatcy fence. I am not allowed to install a fence on my property. Against the rules which is retarded but I can install all the trees I want. I want something that I can buy that will be around 5 to 10 foot so I dont have to wait 10 years to have what i am looking for. They must grow in shady areas. They will get sun light but there are other trees around them.

you might want to try some potted bamboo. there are a million different kinds and a lot of the varieties come from cold climates in china (some are resistant to -20°!).





it grows super quick, up and out, and if you put it in pots (half oak barrels are great because they're strong enough to hold together when the roots spread). i've used it as a privacy fence screening out rude neighbors before, and hung christmas tree lights on it!
